This is the Hanshin Expressway which is passing through the 5th-7th building of Fukushima’s Gate Tower.
The tower was already there and the owner was going to renovate it, so the building was knocked down. When he wanted to rebuild it, the city government who had already prepared the plan for a highway through the area came to him. Due to both stubbornness, the agreement was made by 1992 and the building was combined with the highway.
